Our neighbours moved in maybe 4 years ago with a cat and a small dog and immediately we noticed her cat is lovely, we've had many opportunities to say hello to her as she spends a considerable amount of time hanging around Next Door's and my gardens. We began to get concerned first when we noticed her outside during bad weather which includes: heavy rain, snow and extremely warm weather. We also noticed there would be no food or water or any kind of shelter for her outside. We also noticed when we'd leave our front door open to let some fresh air in or to let our own two cats go sunbathe in the garden, the neighbour's cat would run inside and very quickly eat whatever leftover food was in our cat bowls and try to hide in our house. We spoke to the neighbour but she explained that her cat is greedy, will eat anything like a hoover and also apparently goes to the bathroom in random places in her house. We believed her and would shoo out the cat when she'd run inside, but occasionally give her food or water when we noticed her sat outside for long periods of time (an entire work day while they were not home and when they've left her out or all night). Now it's reached to the point where we really regret not doing more, this poor cat has lost weight and runs into our house a lot and doesn't seem to want to go into her own house when the neighbours try to get her. A few days ago my mum pleaded with next door to get more on top of care for the cat but they said we need to mind our business. We believe the cat has worms and that they don't regularly treat her for worms or fleas. I live in the UK which I know the laws can be different for these things. We're considering collecting evidence of how long she is outdoors for and compare photos of her from the past to now, but will that even do anything? We want her rehomed to someone that will take care of her as she's past 10 years old now and deserves a peaceful place to rest and feel safe. We unfortunately can't take her in as our own two kitties don't get along with her, one of ours actually over grooms herself to the point of getting large bald patches when she's anxious which is why we couldn't keep letting the neighbour's cat inside. We're also worried that if we report them for neglect then someone might do something to our own cats. We let them out in the garden often as they like to have a wander (usually never father than the neighbour's gardens) but we feel it would be cruel to suddenly lock them inside full time now. I would love to have just indoor cats but I feel like it'd be cruel to take that away from ours when they've had free access to it their whole lives (they don't ever hunt small animals, the most I've seen from one is she brought in a moth that was still alive).
We are unable to to just pack up the cat and find her a new owner as she is microchipped and wouldn't be able to be taken to the vets without them phoning our neighbours to take her back. Would reporting this even do anything? I don't think I can go through another hot summer seeing the poor thing outside or meowing at my own door to come in. We let her in when we can and kelp my own cats away but we need a better solution. Any advice please?

A Short and Sad Story about a Man, a Suicide, and a Little Girl
A man held the top of the bottle to his nose, inhaled the pungent smell of the whiskey, winced, took a sip, winced even harder, and spat the drink out on the ground. The thought of getting drunk before committing suicide had seemed logical, only he never really liked alcohol and choking on the bitter, throat-burning liquid in the last minutes of his life still didn’t make sense to him.
Instead, he upended the bottle and poured its contents into the river rushing at his feet. The whiskey instantly dissolved in the water and sped off downstream, to the huge waterfall. He threw away the bottle and kicked a concrete block lying nearby, as if doubting whether it was actually capable of dragging him to the bottom.
The man exhaled heavily, sat down on the ground, and started to attach the second end of the rope that was tied around the block to his left ankle. He caught himself thinking that he disliked the texture of the rope—it was rough and scratching his fingers. “Well, not everything in life has to be the way you want it,” a thought went through his mind which made him chuckle. If anything in his life ever went the way he wanted, he’d never have to deal with this nasty rope.
The first knot was ready. The man paused, exhaled heavily again, and was about to get down to the second knot when…
“What’cha doing?”
Someone’s quiet voice was so sudden that the man almost shrieked. He glanced back over his shoulder and saw a little girl, about seven years old, a couple of steps away. She was holding a rope that she had used to pull a toy donkey on wheels.
“What’cha doing?” repeated her question the little stranger.
The man grew thoughtful, “What lie should I tell her? You can’t really tell a child that you’re planning to freaking kill yourself… Although, why not? I am planning to kill myself. This is the moment to say and do whatever I want—there will be no consequences.”
The girl opened her mouth to ask the same question for the third time, but the man finally started to talk.
“I’m tying a concrete block to my feet to jump into the waterfall and drown myself.”
The man found himself slightly smiling. It felt surprisingly nice to announce his intentions out loud.
“Why?” there was no surprise or fear in the girl’s voice, only genuine curiosity.
“To kill myself, obviously.”
“I understand the concept of drowning oneself. What I’m asking is why do you want to die?”

He turned away and began working on the second knot. After carefully tightening it, he pulled the concrete block closer, set it between his legs, and started to stroke its top side, not yet ready to rise to his feet and make the final two steps toward the waterfall. The rugged surface of the concrete felt nice.
Five more minutes had passed. Finally, the man got up from the ground. He turned to face the waterfall and was surprised to find the girl still standing at the same spot.
“You’re still here?”
“Obviously.”
The girl’s attitude made the man smile.
“So what are you waiting for?”
The girl shrugged, “Maybe you’ve got more interesting things to tell.”
“Interesting? I didn’t have anything interesting in my life. Only different kinds of shit.”
“Tell me about shit.”
“Seriously? Is this a fetish of yours, wandering around in the woods and asking strangers about the shit they’ve lived through?”
The girl shrugged again.
The man chuckled, “Okay. Since you’re the last person I’m talking to in this goddamned world, I’m gonna tell you. But don’t count on a lengthy heart-to-heart. I’ve got important stuff to do, you know.”

“At the age of sixteen, I was a rising sports star. Until one day, I was run over by a drunk driver who, by the way, got off scot-free, because he fled the scene.”
“If the driver fled the scene, how do you know he was drunk?” interrupted the girl.
“Hey! This is my story. Keep your questions for later,” the man chuckled bitterly again, “for after I jump into the waterfall.”
“All right, continue.”
“With your permission,” quipped the man, but the girl disregarded his remark. “Anyway, I ended up with my spine broken. My athletic career was over, but that was not all. The doctors messed something up, which is why I’ve been suffering from chronic pain for twenty years. There were no mistakes with the medical bills though. They’d piled up to the point when my father had to find a second job and work his ass off for 12 hours a day. It took its toll on him and his already weak health. Father died of a heart attack,” with every word, the man was getting more and more upset. “But most of my medical bills were still there. So instead of going to college, I found a job in construction. Then one night, $10,000 worth of cable went missing. Because of my family’s stupid debts, the police thought I was involved in the burglary. The charges were later dropped, but I didn’t have money for bail, so before that happened, I had to spend six months in jail. Also, because all of that, my mother started hitting the bottle, so the two years following my release I had to spend trying to get her clean. You think I succeeded?”
The girl didn’t bother answering the clearly rhetorical question. The man continued his tale, “Like hell I did! Just once I left her alone at night for two hours. I have no idea where she found the booze—I’d searched the house and got rid of all her stashes—but somehow she managed to get drunk and fell asleep with a lit cigarette. A fire broke out and the house burned to the ground together with my mother. That happened thirteen years ago and do you think my life got any better since?”
By this time, the man was almost screaming, his face red, his fists tightly clenched.
“I should’ve killed myself a long time ago! When I was twenty. Then I would never have met Liz, never gotten married, and I wouldn’t have had to watch my daughter, my little girl, turn into a tiny skeleton, eaten from inside by goddamned cancer…”
The man choked up and put his face in his hands. But there were no tears. Their supply in his body ran dry a long time ago. When he buried his father, then his mother, and then his three-year-old daughter. There was barely anything left for the funeral of Liz who killed herself the year before. When the man took his hands away from his face, the girl was gone. For a split second, he thought that there was never any girl at all. But then a rustling noise came and the little stranger appeared from behind the bushes.
She was holding a weighty rock. With a matter-of-fact air, the girl approached the man, sat down on the ground beside him, and put the rock and her toy donkey in front of her. She tore the rope off the toy and started to wrap it around the rock.
“What… What are you doing?” said the man, baffled.
